The U.N. Humanitarian Reform seeks to improve the effectiveness of humanitarian response to emergencies and disasters worldwide by ensuring greater predictability in terms of funding for emergency situations, accountability and partnerships. It is an ambitious effort by the international humanitarian community to reach more beneficiaries, with more comprehensive needs-based relief and protection, in a more effective and timely manner.

 

There are three main elements to the U.N.’s humanitarian reform:

  • to create more predictable humanitarian finances to ensure and enable a prompt response to new or rapidly deteriorating crises;
  • to strengthen response capacity by establishing a system of cluster leads in those areas of activity where there are clearly identified gaps;
  • to strengthen the UN Humanitarian Coordinator system to better support field coordination.

If the objectives of Humanitarian Reform are realized, the result will be a humanitarian system that is better equipped to handle long recognized gaps in capacity and introduces new levels of accountability and responsibility throughout the system.
