Health: Women have specific health needs that are often neglected in emergency response. Examples are the special dietary needs of pregnant and nursing women, complications in delivery, and gynecological care in general.

Distribution mechanisms: When assistance is distributed specifically to women, account should be taken of the consequences that such assistance may have in the relationships between women and men.

Safety: Women, girls, and boys constitute a group vulnerable to sexual violence and abuse that can be unleashed or aggravated in conflict and disaster situations.

Distribution of responsibilities: It is very often women who take on the tasks required to ensure that the operations of daily life in the refuges proceed as needed.

Registering the identity of those affected by the disaster: Often, recording the identity of the recipients of resources is limited to heads of household. In such cases, women may remain without access to resources or may even lose control of the resources they previously managed.
